I know it sounds like stupid, obvious advice but I sent my dad to the pet store to get a new harness and he thought the cat ones were too small looking and got a small dog harness. Which was too big. (They do make smaller dog harnesses but they tend to have wider straps which aren't always as comfy for a cat) Also, cat harnesses are designed to put more of the strain on the body and not the neck because cat's necks are more delicate than a dog's neck and can get hurt easier.
