are they typing the new pwd from your system or theirs? Maybe their keyboard sticks... or they aren't paying attention to the pressure they used on the buttons and aren't hitting one hard enough or are hitting it too hard(repeat is happening for some characters)... other than that they are clueless and likely forgot their password.
