That was a change everyone knew was coming. The carpy handling of the train station bombings was merely a 'last straw". He was on his way out anyway, so voting him out was not "changing behavior" due to the terrorism. Given the timing, the terrorists can, sort of, claim a victory, but it is hollow since everyone knew he was toast anyway.
