What is the matter with a policy change if the old one doesn't work? If a policy is left in place merely because of a threat doesn't that make leaving it in place a terrorist victory by that line of reasoning too?

To defeat terrorism, you have to discount it totally. By this, you have to treat it like it is, a pest that needs swatted with the extreme prejudice exhibited on the endangered species the camel spider by the G.I.Joe who wakes up kissing the spider's backside.
