the screw holes for the toilet to the point you can't screw the screws in? That's a lot of gunk. Are you sure there's nothing else in the holes or that you have the right screw size? If the floor is concrete, you have to have plugs in the holes. The old holes are still there right? And aligned to the holes in the toilet? I feel like I'm missing something... this sounds weird...
