I got a campaign pin for the first Gulf War so I'll assume that it was declared. But where can an authoritative reply be found? I looked at the Congressional website and couldn't find anything about declared war in Iraq. The newspaper clippings I was quoting came from who knows where and are unverifiable. I'm still looking for the official word.
