I am quite sure that some Iraqis would happily take hostages if they thought that it would stop the fighting by rendering the initial round of hostage-taking impotent.

I spent many of my early years in Ulster, where I witnessed first hand the situation of terrorist groups opposing what each other stood for and yet using the same means to achieve their own opposing goals. It happens, sometimes you can't help but do what a terrorist somewhere wants.
