How do I buy an Iraqi whose only info source is a biased newspaper and/or his cleric?

It appears the answer may be sending in troops to build schools, roads, and utilities (as some Iraqis seemed to be fairly content with the overall effect) but how do you buy the fanatics away from their fanatacism?
