Then why do they still have terrorist problems? Terrorism is a Hydra. Cutting off the heads only grows more heads. You've got to deal with the heart of the beast.

And GWB is RIGHT! Continue doing business the way that GWB is doing business and the Hydra will continue to bite. Change the policies and way of doing business and maybe a way can be found to get the heart of the Hydra (the perception of the populace that terror orgs draw on) on your side.
