There's only one organization that is generally accepted to have the right of deciding to take military action, and that is the UN. A possible solution would be to hand over complete authority and command over all the troops currently in Iraq to the UN, along with the necessary financial means. All and any further actions would have to be decided by the UN, possibly even by the full assembly, including Iraq(might be difficult to decide who's the legitimate ambassador).
Of course, I know this will never happen. I'm just saying that it would work. You'd have the necessary might in Iraq, with worldwide support behind it. |
