Nobody is a terrorist is his own eyes. They're all fighting for some cause they think is worth fighting for. That argumentation would only work if someone was a self declared terrorist. I believe there are people who are out to promote terror, but not as a goal in it's own right, as you seem to imply, but rather as a method to achieve another, and in their eyes grander, goal. From a certain point of view, the 'shock and awe' strategy used the same principles.
