Any government which accedes to terrorist demands invites more of the same.
If Japan pulls out of Iraq, and it In Any Way appears to be the result of these threats, it will not only inspire those terrorists to try again with other nationalities, which wouldn't Directly affect the Japanese, it will also inspire Japan's home grown terrorists (like that bunch who gasses the subways a while back) to attempt similar kidnappings to achieve Their goals.
