...write your message with big letters on a piece of paper (A4 or legal). Soak in water. Place on the windscreen, where the driver cannot miss... For repeated offense: increase paper size or number of papers. If the parking is done side-to-side (not parallel?) and there is enough room, park your car behind the offender's car. Don't know, if either are legal, where you live.
