Put more concisely:

Developers can commit their own files, checkout and update all the files successfully. But if developer A updates a file created by developer B, then tries to commit that file, A gets this error message:

cvs [commit aborted]: cannot rename file y:\wktemp\barnesp\testcvs/testfiles/,file3.txt, to y:\wktemp\barnesp\testcvs/testfiles/file3.txt,v: File exists

What is wrong with the damn permissions?
