The city is allowed to enforce laws on the public easement. Traffic laws do not pertain to private property. The ticket would be for violation of a public ordinance, on the public easement. The trespassing issue makes it more egregious as it brings the city into conflict with easement agreements. It escalates things sufficiently such that an immediate 'tow' can be requested by the police officer. Normally, improperly parked cars are only ticketd, unless they are an immediate public hazard.

As regards easements, check the title deed on your home sometime.
