I think what you want is a dynamic DNS service. I use Dyns.cx for my personal domain, but there are many others. How's your Google Fu? You need to learn about these things before you are qualified to safely run a Web server (and I am not kidding - for example, do you know when and why you should enable the proxy service in Apache? Do you know why you shouldn't?). And yes, you will need to register.
