quite to the contrary, i believe a floating pool of well-educated people 'at leisure' is beneficial for a country. your stipend won't be large enough to allow you to spend much of it on liquor. it covers only living-expenses. if you want to spend more on liquor, you'll have to use some of that education you got to get a job. and the market will be fierce with pushy young _well_educated_ folks coming in all the time...
