Of course it is necessary to provide better information about the different substances, so that at the places you buy said products you can obtain information as well. In fact I don't think the problem will be very big. I actually think it would be smaller as doing something illegal is being taken away from it, and therefore it won't look cool to drink/smoke anymore. I do believe that if more things are legal, the more the problems we have with them currently will be reduced as the people who have the problem will come out in the light.
