They made legal drug injection sites... they had to do something as East End Vancouver is north americas Aids capital... they wanted to halt spread of disease. Making sure clean needles are available and such... Also having the safe centers helps incase someone OD's... they can get them help fast and prevent someone dying in an alley... that person in hospital might choose to detox... and they do offer info on detox and such if people are willing to take the steps they help them without cramming it down their throats. Forcing it on them makes them want to run away... so they let people learn to trust them and see if they'll take the hand out to help them. If not if they at least do their injections safe, keep bad needles off the street(possibly infecting others, etc with aids and hep), and also prevent an OD they've done at least something to help prevent or ease suffering.

The prostitution thing is before council there and they I think have approved it. Again to clean up the streets, help those that are in that life, etc. But they are running into peoples NIMBY attitude. People have to learn to ask themselves which is better something off the street and safer or something blatant in their area(which is likely undercover, crime controlled and crime spreading)... legalizing keeps people safe and can help lock out crime...
