Look for something in the NIC driver's properties about a Detect Connection Media setting, basically it's polling to see if there's anything connected on the other end, and it may be brainfarting. Try turning that off and see if it moves any quicker.

Also check firmware version on the routers, see if one's different than the other; one may need to be upgraded or downgraded - you can save the firmware image from one and load it to the other with the utility Linksys has for that, IIRC.
