A while back I had posted about waste-water
pipes breaking upstairs, and raining down in my apartment.
The leak is fixed, but the ceiling is still open, with pieces
of plaster hanging down.

And I am NOT happy with my loud neigbors either.
I've done (almost) everything I can think of to convince the
people upstairs NOT to blast till 3:am, five days per week.
not much luck, not much sleep.
