Except for the Linux part and I doubt it can't be installed on HP's laptop. From the specs it doesn't look all that different and I might even say that nc4000 has slightly more for the same price (e.g. bluetooth and touchpad). IBM's notebooks also never impressed me, don't know exactly why... I'm sure you have your reason for suggesting it, but I don't see it.
