Kerry later on states "even if that enforcement is mostly at the hands of the United States, a right we retain even if the Security Council fails to act." Now Bush did seek advice and approval from congress and received it. Bush sought full enforcement of the existing cease-fire agreement from the United Nations Security Council. (resolution 1441) Bush then proceeded to lay the groundwork that proved, using available data at the time, (link posted in TLP, and Hans Blix's own reports as late as March 03 showing Iraq had yet to fully co-operate with inspections) that we had no other choice but to go into Iraq.

If you think invasion wasn't justified simply post a link to definitve proof that Iraq's proscibed weapons of mass destruction were destroyed and that all manufacturing capabilites had been similarly dismantled and destroyed.
