They were still "pursuing a program to build weapons of mass destruction." They just, apparently...

HADN'T ACTUALLY BUILT ANY.

That Saddam wanted to build WMDs is not in dispute. What is in dispute is whether there yet were any such actually completed items, or even near completion.

And any Congressional votes to authorize the invasion of Iraq were influenced by Bush administration claims that there were complete or nearly complete WMDs in evidence. Claims that were, on their face, false, and known to be at least exaggeration even at the time the administration made those claims.
