Hebrew does that to this very day. Vowls (diacritics, really) can be written, in which case they are represented as marks above, below or inside the letters. Most often, however, they are left out.

When children are tought to read, they are tought with diacritics originally, and then (don't remeber exactly - around first or second grade still) they are told to leave them out.

If my memory serves me right, in Arabic it's exactly the same.
