One of the most important things in the military is the chain of command. Your direct chain of command is the important group of people in your life. If you have a problem, THEY determine what happens to you. If you get promoted it is because THEY liked you. If someone is giving you a command it is not wholly valid unless it comes down your Chain of Command.

Here is a for instance:

PFC Johnny was told by his NCOIC (Non Commission Officer In Charge) to was the floor and to have it done by 1300 hours. Sgt Jones, from the Company next door, comes over and tells PFC Johnny to stop and get him some paper from supply. PFC Johnny is only responsible for what his Chain of Command asks him to do. The way it SHOULD (doesn't always when in garrison) work is Sgt Jones should call over to PFC Johnny's NCOIC and ask him (or her) to send someone to supply to get paper and the the NCOIC should call to PFC Johnny and ask him to do it.

That's why it's a chain, because if you skip a link - the chain doesn't work.
