For the most part yes, but the order must be reasonable and contributing to the efficiency of the operation. The Officers must also be willing to support the other service's orders. (I personally witnessed an Army Air Force conflict where the Army one star gave an order to an air force captian and the captian flat out denied the order. The AF Capt's C.O. backed him up.) Another point is on a ship the Captian of the vessel is the Supreme ruler regardless of who is on board.

Also as much as they HATE to admit it, the Marines are part of the Navy. Their paychecks are all signed by the Secretary of teh Navy.
