My father was a Chief Petty Officer in the US Navy. He knows.

The chain of command works that you can give orders to anyone lower than you, of any service. Also, you can give orders to someone of your same rank if you made rank before they did (seniority rule).

On another note, the Marine Corps is a department of the Navy: technically not a separate branch.
