ext3 just says "write access will be enabled while journal is recovered" and continues. It also doesn't require fsck to replay the journal, the FS driver does that. fsck can initiate it if required, but the driver also checks FS cleanliness on mount. Maybe the reiserfs driver does something similar, without telling you about it?
