"Restricted sites" is not meant to prevent a page from being looked at / loaded, it's meant to stop insecure objects in a page from loading, like JavaScript, ActiveX etc.
In your Internet Options, look for a tab named "contents" or similar [*] and there, at the top, should be a section labeled "Content Advisor" or similar, and there should be a button "Activate", which will give you some options. The content advisor can be password-protected on the tab "general".
