This is kind of adapted from the fish at the pet stores. But what if they just crammed as many people as they could fit into one cell? Not only would it empty up existing cells, but it would be way cruddier to be alive than dead. And if they're found to be innocent, yeah.. there probably will be some deep-rooted psychological damage depending on the length of their stay in crowded confinement, but they'll still be alive.
