on which service you refer to:
Army = E4-E9 (Corporals are 'Junior NCOs')
Same for Navy/Marine ranks.

According to Illiad's link, it would seem the Air Force doesn't have the E4 junior NCO position, just the E5. Can't verify it though.. sketch might know though.

In my experience, you won't see many corporals except in Combat Arms areas.. my field for example has Specialists at the E4 grade.

Grade level just denotes your pay level, btw. So a Specialist and a Corporal are paid the same, but one has leadership authority, the other does not. After E4, you assume the NCO mantle regardless.
