"Overpaying" taxes (if not to the extent it triggers an underpayment penalty) means basically you can't use that money to invest yourself (or pay off credit cards). Government holds the money, they get to charge interest on it, or avoid having to borrow short term as much.

Granted, if you can't trust yourself to budget for a tax liability, taking the highest withholding may be a good thing.

Just don't consider getting a big refund to be a "good" thing.

Heh... I got a rather minor refund (on a very minor income)... but found that I had a W-2 in that came in late. Doh!! amended return time...
