I think they should be able to do it if they want, but they should be prepared to 1) be ridiculed for it and 2) support competing systems set up as above. Note that I haven't said that this org should be BANNED from it, only that it's stupid and they should recognize it as such. If they're willing to do so, they should support other groups that do the same thing, but for different groups to theirs.
