I doubt they track cattle that close and I do bet they have more of a handle on illegals than they are willing to admit... they are cheap labour that doesn't get any government services/benifits and if they tick them off they toss them out at will... but for appearances sake they have to visibly kick some out and look like they are doing something at borders. And on that topic doesn't it bother americans that they are freaking on canadian borders but the ability to get around borders between US and Mexico is far more easy and blatantly done?
