Both are OLDER than the Affirmative Action laws, so those laws aren't responsible for their creation. As far as I know, they do not directly receive money from the government, but since they are both nonprofit organizations, they do not pay taxes, as with all non-profits. (And there are non-profit organizations that benefit whites only that take advantage of this same tax-exempt status... I applied for a scholarship with one.)
