But they found that they couldn't get any thing done, including national defense, so they wrote the Constitution.

The Civil War started because some states decided that they could leave without the consent of the rest of the country. Actually the war started because the states didn't want to negotiate with the Federal government and started shooting. Lincoln was very careful not to shoot first.
