Many blacks were imprisoned on trumped up charges, and then could be "rented" out on work detail. This continued into the early 20th century. I don't believe it was common by the time of the Second World War, possibly gone by the end of First World War. I've only seen a couple of articles on the practice.

There are occasional problems with virtual slavery of illegal immigrants, but it is not condoned by the government, so I don't consider it equivalent to what was done to Africans before the Civil War. (Heinous but not equivalent.)
