ActiveState is virtually the official distribution of Perl for Windows. I've used it for years on a variety of Windows platforms without a hitch. The head coder is very well respected in the Perl community.

In short, I'm really more suspicious about a bug in Windows (gasp) than in ActiveState's Perl distro.

Have you tried searching for and maybe posting for help in comp.lang.perl.misc?
