Has anyone any idea what could have caused this?

I have a fairly new XP box. While downloading my mail on a dial up account a new shortcut appears on my desktop, with the name ~. Being somewhat wary I terminated the connection, and run a full, up-to-date Sophos check, checked the Zone Alarm logs and tried to figure out where it came from. I drew a blank. Viewing the file in a text editor, it appears to to have harvested a complete list of all e-mail contacts in OE's main identity. Can anyone suggest what it is (some sort of pest springs to mind) and advise on removal?

And if it is a pest, why on earth did it appear on the desktop?
