That is the interstate agreement. The US was originally a loose alliance of the original 13 colonies. Any of them could have decided, at any time, to no longer participate. The Federal gov had to placate them in order to prevent just such an occurance. Since the CW, they are held in the Union by force of arms. The Feral Gov no longer has to placate anyone and they don't.

Look into the constitution of the Confederacy sometime. It is most enlightening. They followed the Swiss model.
