Having seen the tests for the carpenters/plumbers/electricians, some of their qualifications are WAY above what many college students are capable of. I saw a particular test for elevator repair and some of the math in there would have given an engineering student issues. Not to mention that anything under 90+% (iirc) was a failure (which makes sense ... You don't one someone who scores 70% fixing machinary people trust with their lives).
