Consider what outsourcing would do in your particular situation.

You are assuming that the company that would now provide your sysadmin would have a better clue as to what's going on than your current one does. (That's not borne up by any experience with outsourcing to date.)

Even more problematic, would be the fact that all such work would now take place off-site, be performed by workers who are working for a company that provided the minimum bid and probably don't use your language on a regular basis. Would that really be a good thing?
