It's an ad-virus... The pop-ups are from legitimate advertising companies, but the method of delivery is illegal.

Think about it. What would happen if you wrote a virus to generate requests that pop up ads from dozens of different ad companies, using your collection of referrer IDs. Now you put this virus as a plugin on a few websites you either created or hacked and you get it to spread to hundreds of computers. All these computers will be fetching ads with your referrer ID on them.

What would happen is that you'd be making big bucks on the commission from these ads, and you'd be next to impossible to trace, due to the traffic coming from what looks like ordinary web surfing.
