He didn't show up for his Houston assignment because he was transfered to Alabama during that time period. From the article you linked:
At issue is a 12-month period, commencing in May 1972, when Bush moved to Alabama to work on a senatorial campaign. He received permission to transfer to an Alabama unit and was instructed to report to duty there.
The problem is the lack of evidence that he actually reported for drill in Alabama.
