Compsci's are hackers, people who code for codings sake, people who solve problems with computers because the problem is interesting. You get a lot of theory, and a lot of math type stuff doing CS. If you want to know how slick algorithm X works, ask a compsci.

IS is more grounded in reality. People in IS make things work so that business can get done. If you want your network fixed and secured, you're probably best off asking somebody in IS.

That said, neither is a value judgement. I'm a compsci, yet there are times I wish I had more of the practical end of things so as to be able to just get stuff working. Obviously, this isn't a hard and fast distinction either, people in CS know IS stuff, and vice versa. By and large, the people here are well rounded, and you could go to most of the people on UF with either type of problem, and somebody could point you in the right direction.
