(I worked in the industry for many years). Shampoo contains surfactants that are often based on petroleum derivatives. Soap surfactants come (usually) from tallow and/or glycerin and/or palm and other vegetables oils. Shampoo will clean your hands or body fine, but if you use it on , um, *sensitive* areas it could cause irritation or even skin problems, especially if you use it thus regularly. Also the pH balance of soap and shampoo is slightly different.
