most public companies already have marketing and PR, why duplicate that resource? The CEO doesn't have to be the "public face" of a company, and often isn't - I wouldn't remember the name of the CEO of McDonalds without looking it up. For those that do play a more public role, many of the skills required for such are learnable. Many of them may even be required to succeed in business in the first place. In addition, CEO's aren't hired out of thin air, with no knowledge of their background. They've often been involved with a company for ages and are promoted into the position from inside, or have done well enough outside the company to have come to attention. I want CEOs to have real responsibility for the companies they lead, and not to be mere figurehead "take the blame" officers allowing those who really make mistakes to be shielded.
