i don't know the details, but genericaly it's a measure of what percentage of the population will get more then a certain score. to standardize an iq-test you have a representative sample of the population take it, they're average score is declared to be 100, such and such a percentage will reach a given score (e.g. 130), knowing that percentage then allows you to compare results from different tests.
