The server hardware requirements are listed in the helpfile that the game installs (at least it does in Windoze). Should be a shortcut for it on the Start Menu. Main problem is upstream bandwidth - IIRC, it requires about 25-30kbps per person connected to the server, which pretty effectively kills your average DSL link right there, since most of them are only 128Kbps upstream. Matt was only able to do 6 players total with his old cable connection.
